Government

A common thread both are part of Charlotte County Florida. Punta Gorda is the only incorporated city within Charlotte County and holds the “county seat”. Punta Gorda has a mayor and city council while Port Charlotte is governed by the five person county commission of Charlotte County.

Location

Charlotte County is located in Southwest Florida with Fort Myers and Naples to the south and Venice and Sarasota to the north. Charlotte Harbor dominates the geography being the second largest estuary of its kind in Florida. Punta Gorda lies on the south side of the Peace River with Port Charlotte just north of the rivers banks. Winter high temperatures of 75 degrees make it a favorite place to escape from the winter clutches of the north.

Port Charlotte

With a population of 150,000 Port Charlotte is nearly 10 times larger than Punta Gorda. Developed in the 1950’s the area has grown into a major shopping district for most big ticket items and is host to the Town Center Mall. Port Charlotte is home to the spring training stadium for the Tampa Bay Ray’s.

Port Charlotte Fl homes for sale can be found in a vast array of neighborhoods. Two exclusive gated neighborhoods of significance are Grassy Point and Le Marie Island both are high-end and lead directly to Charlotte Harbor.  Riverwood is a world class gated golfing community offering condos that start as low as 125k with most homes under 500k. The Edgewater area has much of the 100 plus miles of saltwater canals in Port Charlotte that lead to Charlotte Harbor. This area is a good example of major differences between Punta Gorda and Port Charlotte, Edgewater is not deed restricted so the mix of homes are varied. Home owners located on saltwater canals are responsible for their sea wall maintenance.  Canal depths are typically more varied than Punta Gorda, so boats requiring more draft need to take note before acquire waterfront property.

Punta Gorda

Punta Gorda at roughly 16,000 residents has a small town feel. The city has a long and interesting history giving it historical significance placing it on the National Historical Register among others. Downtown can be easily walked or biked via River Walk connecting Laishley and Gilchrist Parks along with everything else in between. This network of sidewalks also continues to Fishermen’s Village the area’s largest tourist attraction and carries on to Ponce de Leon Park.

Many Punta Gorda homes for sale are located in multiple deed restricted neighborhoods. Punta Gorda Isles adjacent to downtown is a deed restricted neighborhood with most homes/condos located on saltwater canals or golf course. Prices range from 100k to over a million plus with most between 300k and 600k for a single family residence. The canals having control depths of 5 feet at mean low tide and seawalls are strictly maintained by the city, assessing property owners $500 dollars per year, making the canal system one of the most desirable in the country.

North Port Real Estate May Benefit as new Principal City

Nort Port flNorth Port for future federal data reporting has officially surpassed Sarasota and Bradenton in population. Consequents of this change will likely have a positive impact on many levels for the city. Up until now the “metropolitan statistical area” has been Bradenton-Sarasota-Venice, FL MSA, moving forward the region is officially North Port-Bradenton-Sarasota, FL MSA. Federal government documents will now refer to the area as such, significantly increasing the city’s presents and exposure in the eyes of many who make business development decisions. 

Population growth has been explosive over the last ten years in North Port, increasing from just 22,000 to 55,759. This new data puts the city ahead in population of Bradenton at 54,051 and Sarasota 53,160 and displaces Venice altogether from the MSA title.

Overtime North Port could enjoy future economic benefits simply due to improved name recognition. As an example, federal data is typically used at least in part by business executives analyzing and ultimately making decisions on where to move or develop future business. Bottom line this will benefit city commissioners efforts, who have targeted the following five industries retail, hospitality, education, health care and light manufacturing  as best fit for North Port’s future growth. The increased exposure, which by the way is free will help their efforts in gaining name recognition.
So what does this mean for North Port and its real estate market? Will this be the precursor for an upward trend in real estate values and future development? The heart of the$350 million FPL plant would be 75 mega watt photovoltaic power facility, designed to support 19,500 homes, plus 6 million square feet of industrial and retail space. Promising to deliver 20 thousand permanent jobs over a span of 20 years, Babcock Ranch is truly the city of the future. The green light hasn’t turned for this 2 billion dollar development but serious consideration is being given at all levels.

Punta Gorda New Home ConstructionLocal builders are cautiously optimistic with 2010 building permits up over 2009 levels. Southwest Florida and the Punta Gorda area have endured a steep slide in new construction for the past 4 years. New building permit for Punta Gorda are looking up with 24 issued in the first 10 months of fiscal 2010 verse 12 for all of 2009. Hopefully the long painful drought in new building construction has ended; signaling a return of normal market conditions.

Homes priced from 500k to 600k currently show inventory levels at 20 to 36 months plus. By any measure homes for sale of this caliber remain entrenched in a buyer’s market.

Builders say they have worked aggressively cut back prices to a point they can present a good case to buy new-vs-used, sighting benefits that only a new home can deliver. Such as, utilizing the latest up to date features/designs, materials, employing current building codes resulting is a better overall value. So where do we go from here? Clearly the trend continues upward for both sales of existing homes and new construction, undeniably a positive sign. By a margin of 4 to 0 The Airport Authority voted in favor of changing the name of Charlotte County Airport to Punta Gorda Airport. The name change was a marketing decision to help enhance the airports competitiveness.

The Punta Gorda real estate market has remained especially strong in the under $200k segment in some area’s for well over a year, tipping inventory levels into a range, that sales out strip new listings. Normally this would signal a change in prices to the upside. The lingering affects of the housing bubble, keep market forecasters off balance, sometimes sending mixed signals as to where we’re heading.

Short term it’s fair to say we’re still in a buyer’s market, with just a little less inventory then we’ve become accustom to. Barring a significant downward turn in the economy, coupled with the Gulf Oil spill coming to an end with no ill effects in our area and record low interest rates, things should continue to improve. So the question is, when this will translate into rising home prices. For now most agree prices have bottomed and are in a stabilizing range.

The level of future foreclosures remains a wild card and could impact the market’s ability to support rising prices. Additionally, no one knows for certain the number of home owners who’ve held back on listing their homes, waiting for an indication of an improving market. These unknown’s tend to support a continuation of a buyer’s market for Punta Gorda real estate.

One of the other underlining factors supporting the Punta Gorda housing market remains future retirees. Gulf Oil Spill Update 7/3/2010 :: Punta Gorda likely to be unaffected

Punta Gorda gulf oil spill Latest computer models show Southwest Florida unlikely to receive any oil from the massive spill. The data was released by the National Oceanic and Atmospheric Administration.

Florida’s western shoreline has a 20% or less chance of seeing oil by August 1st. Much of Southwest Florida is forecasted to have less than a 1% chance of experiencing oil on there shores. 

Geographically Punta Gorda located at the end of Charlotte Harbor is more than 20 miles from the Gulf of Mexico. This locality should protect our area from seeing any oil.

Fortunately I can say no and with reasonable confidence we should remain “oil free”. The oil remains a long way from our shores and based on a number of factors such as currents and weather patterns among others should spare us.

Today we were on a conference call with “Visit Florida” regarding the current and future plans to balance the perception that the oil spill has impacted all of Florida.  As you may have read, BP has given Governor Crist 25 million dollars for advertising efforts so that the communication all over the country is that Florida is open for business.

Fishermen’s Village has been proactive thus far by communicating through our website that the oil is hundreds of miles from us.  We have encouraged both Chambers as well as the City of Punta Gorda to do the same.  They have followed our lead and they too have the communication on their websites. 

We are in the process of putting on our website a video feed each day which shows the Village and Charlotte Harbor in its pristine condition.  We are focusing our efforts on Facebook, Twitter and blogging about Fishermen’s Village.  This type of social “FREE” networking is the new marketing trend!!

April 2010 Punta Gorda Real Estate Market Update :: Home Sales Up 10% over April 2009

Market Data Good news!!! April 2010 home sales posted a 10% gain over April 2009 while only slipping 6% from March 2010. This trend of year over year sales increases has been the case since September 2008, reinforces what most believe to be an improving market. April’s sales were greater than any monthly total dating back to 2007 another positive trend. Overall the market continues to firm up, sending signals that the worst is behind us.

Not surprisingly, condo’s and homes in price ranges where inventories have fallen, prices have stabilized and in some case seen a slight uptick. April’s average home price is up 5% over March and 14% higher than the same period last year. With distressed properties working their way through the system, the destabilizing effect becomes less.

Three major factors for the improving market condition are price levels not seen since the late 1990’s, a more positive consumer outlook and record low interest rates. The Punta Gorda real estate market has not benefited significantly from the federal taxes credits due to its demographics, so the upcoming expiration should not hamper future sales. The solid foundation the housing market enjoys, points to a number of things but quality of life style and market value second to none would top the list.

This weekend’s 2010 Conquistador Retta Cup was the 17th year that this two day sailing event has been held in Charlotte Harbor. By all measures this colorful and fun event was a success, attracting 71 sailboats that created quite a spectacle in the harbor.

Not surprisingly Charlotte Harbor in June 2004, Sail magazine named it as one of the 10 best places to sail in the USA.

Punta Gorda has long been known as a boater’s community with neighborhoods like Punta Gorda Isles and Burnt Store Isles having extensive salt water canal systems. The two neighborhoods combined for roughly 6000 home lots. Offering access to Charlotte Harbor and on to the Gulf of Mexico starts on canals that average more than 100 feet wide and six feet deep at mean low tide. Home owner pay a flat fee of $500 per year to have the sea walls maintained by the city.

Canal systems like this can no longer be developed, making waterfront real estate in Punta Gorda Isles and Burnt Store Isles limited and in demand. Still the Punta Gorda waterfront remains a tremendous value when compared to anywhere else.

The city has a series of programs designed to further enhance the value of owning real estate and living in Punta Gorda. The following projects are currently in the works:

    * The Punta Gorda Community Redevelopment Agency unveiled a proposal for a sailing center along Harbor Walk in Gilchrist Park.
    * Laishley Park Marina is now completed, leaving just the two mooring fields to be added.
    * The Four Points Sheraton Hotel has been granted approval for the industrial bond to build a new marina.
    * The Best Western has applied for bonds to build its marina.

Charlotte Sports ParkFlorida saw a reduction of population between 2008 and 2009, but the University of Florida expects the population to have grown from April 2009 to April 2010 by 23,000 residents. The drop off was the first recorded in 50 years, after recording strong growth year after year. The states loss of residents was viewed by many including Time magazine, who questioned if Florida had lost its luster and had become the “Sunset State”. Well it looks like the sunshine and balmy climate has worked its charm and has lured folk back to the great state of Florida. But are there additional factors driving Florida's population growth?

No question, economic issues in Florida along with difficult times in other states will influence Florida's future growth, slowing it to more sustainable levels. However for most, Florida and its ideal weather, just right for boating, golfing and any outdoor activity under the sun as well as it's recovering real estate market (ie. Today Judy and I enjoyed a beautiful ride to the park on our motorcycle to partake in “America’s favorite pastime” of baseball, with the Ray’s hosting the Boston Red Sox’s. On a classic picture perfect day, a standing room only crowd saw the home team beat the Red Sox.

Punta Gorda Real Estate Sends Mixed Signals for January 2010

Real Estate market trends for January 2010 are sending mixed signals, this should not come as a surprise, considering the overall economy. Recovering from the long and painful fall from the peak of the housing bubble will most likely have some up’s and down’s. The three major communities of Punta Gorda, Port Charlotte and Northport had a 29% drop in sales from December 2009. Recording sales of 249 homes of all types was the lowest amount since January 2009.

Contrasting the decline in housing sales, January enjoyed a 9% gain in average sale price of all housing, over the same period last year. Average home sales prices have increased every month since September. Many consider this upward trend in value a clear signal we’ve reached bottom and in the future this maybe identified as the turning point of the housing market. Others view these mixed signals as a reminder that our economy remains unstable and vulnerable to another dip in activity.

Despite an unseasonably cool January and February local realtors are reporting brisk activity throughout the region. Port Charlotte named “best place to retire” last year in CNN’s Money Magazine provided significant national recognition. Punta Gorda on numerous occasions has had the national spotlight place on her and continuing that tradition next week Punta Gorda is slated to be feature in a USA Today article.

Pin pointing the bottom of the housing market will not be clearly identified until months after it’s occurred. What is known, when comparing the Punta Gorda, Port Charlotte and North Port housing market to any other, our real estate values cannot be beat.

Punta Gorda’s Gilchrist Park Enhances Local Real Estate Values

Punta Gorda Foreclosure UpdateThe following highlights are from the lead story of the Charlotte Sun on February 9th.  

January filings of Punta Gorda foreclosures declined to their lowest level in two years. Charlotte County saw a decline of 25% from December’s numbers and a 27% drop from the previous year. These figures were just released from the Charlotte County Clerk of Courts. 

This news is encouraging, since this represents the lowest levels recorded since September 2007. Downward trends have emerged in the past, only to see the number reverse direction in future months. However January was the third consecutive posting a decline, possible pointing to a new trend. Also providing hope, forecloses are down in a year-over-year comparison for 10 straight months now. 

County officials are hoping we have finally turned the corner. The Punta Gorda real estate market cannot fully recover without foreclosures returning to more traditional levels. Unprecedented levels of foreclosures have been the driver of falling home values, forcing home owners who want to sell their home to compete with a flood of undervalued foreclosures. While a boon to buyers, sellers have seen their home values decline is some cases more than 50%. If the decline in foreclosures continues its current trend in future months Punta Gorda real estate should begin to stabilize.  

We continue to be encouraged by the improving Punta Gorda real estate market conditions on many levels. The combinations of declining foreclosures coupled with increasing home sales on a month to month/year over year basis, points to a future return to normalcy. If this trend continues, strong sales should outpace new inventory entering the market, keeping supply in check.

Sales of existing homes and condos are continuing to increase steadily across the state. Fresh numbers released by the Florida Realtors association shows that existing home sales in Dec. 2009 increased by 33% compared to the same period a year ago, while condo sales jumped up by a stunning 91%.

If the present momentum continues, 2010 could well turn out to be a great buying opportunity for those looking to invest in condos or homes in the Punta Gorda. The Punta Gorda area is a popular winter destination among those looking to get away from colder climates. In fact, between January and April every year, more than half the residents in Punta Gorda are from other parts of the country. While some of these temporary residents own condos, many others have tended to rent accommodations in the region for the few months that they are here.

That could change this year though as more people begin to take advantage of current market conditions to purchase their own Punta Gorda real estate rather than rent. There are several reasons why that could happen. Fueled by a landside of forecloses and short sales, the market adjusted to the laws of supply and demand putting prices in a free fall. The result for 2009 was a reduction of inventory from 30 plus months for homes $175,000.00 or less, to less than 10 months for homes under $120,000.00.

According to a report released by the National Association of Realtors® (NAR), the latest industry outlook remarks on the positive signs in the housing sector. “With the market showing some momentum, we have an opportunity to achieve a more rapid and broader stabilization in home prices,” said NAR Chief Economist Lawrence Yun. Now that the tax credit has been extended and expanded, potential buyers have until April 30 to have a contract in place. “There is still a large pent-up demand that can be tapped before the tax credit expires. Our recent consumer survey further shows that 13 percent of successful first-time buyers had a previous contract that was cancelled or fell through – there likely are many more buyers who were attempting to purchase but simply ran out of time,” Yun said.

The Punta Gorda real estate market for homes priced from $180,000.00 to $699,000.00 is bit more challenging but offers tremendous opportunities for buyers. Inventories in this price range have remained on the market from approximately 20 to 50 months. Home sales in this range only represent 17% of single family residence sold in 2009. Homes valued at $700,000.00 or greater have an accumulated average of over 130 months of inventory.

Unlike the lower end of the market, homes of higher value have not had the flood of forecloses which made banks and investors overly anxious to move inventory, thereby lowering prices. Foreclosure properties worth a look

BARBARA BOXLEITNER/ FLORIDA WEEKLY A rear view of this foreclosure listing in Burnt Store Meadows shows the landscaping needs attention, but the lot is not as unkempt as some vacant properties. People wanting to buy homes in Charlotte County are looking in all the usual places — and then some. Many of the county’s foreclosure properties on the Multiple Listing Service have become places where home seekers turn. There are certainly enough of them to see. As of Monday, Port Charlotte had 442 bank-owned properties,
North Port 321 and Punta Gorda had 172, according to RealtyTrac.com. The listings are not discriminatory: beautiful spreads at exclusive locations, higher-end homes in gated communities and middle- to lower-end places in single-family neighborhoods. No demographic has been unaffected.

“The foreclosure market has spawned a whole market of new buyers,” said Jim Thiel, a Realtor at Century 21 Sunbelt Realty in Punta Gorda. “It seems like I have a lot of customers interested in the foreclosure properties. A lot of them when they come in, they specifically indicate that is the type of property they want to buy. They know there is some obvious value.”

Though foreclosure listings typically leave the impression of being damaged goods owned by neglectful people, that’s not the case. Real estate agents report that many homes have issues — and many do not. Some are brand-new homes, never occupied. Others were built as investments, to keep for future retirement, for example.

“Foreclosures are setting the new price levels,” said Terry Yonker, broker associate for Thomas Ryan Associates in Punta Gorda. “We’re seeing now there’s nothing wrong with the house at all. It’s got nothing to do with the condition of the house.”

Mr. Yonker said many homeowners whose properties are in foreclosure became overextended. He used an example of a home purchased for $2 million with a $100,000 down payment. Because of the drop in real estate values, the home is worth $1 million and the mortgage is $1.9 million. “It’s not necessarily that they go broke,” he said as to the reason people lose the home.

Higher-end homes are scattered about, though the heavy concentration of foreclosures is in residences under $200,000, said Sharon Kerr, Realtor at Coldwell Banker Sunstar Realty in Port Charlotte. As far as particular areas within the county, she said of foreclosures, “They’re all over.”

Some of the homes are real finds. One listing is of a 2007 two-story home at River Club in Port Charlotte. With 4,067 square feet under air, the home has five bedrooms and four bathrooms. It has brick pavers on the driveway, a pool overlooking a lake and a three-car garage. The home, which has curbside appeal, is listed at $260,000. Other fairly maintained residences in nice neighborhoods are available, as well. Among the south Punta Gorda listings is a home in Burnt Store Meadows, west of U.S. 41. A 1996 pool home is
listed at $159,900. The single-story residence is among seven homes on a cul-de-sac. The pool home next door, a 2002 construction, is on the market for $265,000, and the other single-family residences on the circle are occupied. The plants and trees around the bank owned property need trimming, and weeds creeping up the driveway and through the landscape beds need to be removed. The pool needs cleaning.

Although the foreclosure property isn’t in shoddy shape, home seekers need to realize that some properties will require a lot of work.

“Some of these properties have been pretty physically abused as the owners are making their exit,”

Mr. Thiel said. “These are a real shock to the buyers. They think everything is going to be in pristine condition, and it’s not. Others know that some of these places will need real elbow grease.”

He said some people expect only minimal upgrades, such as painting and new carpeting. Not so. Some places have holes in walls and doors and missing appliances. It can be enough to chase away lookers. “They realize for what they have, or what they want to put in it, it isn’t worth it,” Mr. Thiel said.

Those that don’t have a yard gone to seed have issues inside, especially because the electricity has been off. Bugs, lizards, frogs — big, dead ones — are commonly found, Mr. Thiel said.

He has been showing a number of foreclosure listings, most of newer construction. He recently had clients, a younger married couple who were renting, purchase a foreclosure property in North Port. The 2006 home, which has three bedrooms and two bathrooms, had been lived in about a year, he said.

“For the most part, it was pretty good,” he said, mentioning minor repairs such as replacing the damaged carpeting in the living room. “The rest of them have been pretty good.”

First-time buyers are among those looking at these properties. Yet Mr. Thiel said he’s had middle-aged people come into town for five days from the North who expect to have a contract in hand when they leave.

“They’re on a mission,” he said.

These lookers cannot expect to get a steal, however. “The bank is looking for the true market value,” Ms. Kerr said. “I strongly suggest to them to put their best foot forward if they’re really serious about a home.”

Mr. Yonker agreed. “The deals are there for them,” he said. “Whoever comes with the money gets it.”

Prospective buyers should expect swift responses — seven to 14 days — from banks once an offer has been made, he said. “They’re ready to go,” he said.
“They want to move it.”

Right now, the Realtors said, the foreclosure inventory is not as inundated as it once was.

Florida’s existing home, condo sales up in September 2009

ORLANDO, Fla. –  Oct. 23, 2009 – Florida’s existing home sales rose in September, which marks more than a year (13 months) that sales activity has increased in the year-to-year comparison, according to the latest housing data released by Florida Realtors®. September’s statewide sales also increased over sales activity in August in both the existing home and existing condominium markets.

Existing home sales rose 34 percent last month with a total of 14,419 homes sold statewide compared to 10,778 homes sold in September 2008, according to Florida Realtors. Statewide existing home sales last month increased 4.1 percent over statewide sales activity in August.

Florida Realtors also reported a 77 percent increase in statewide sales of existing condos in September compared to the previous year’s sales figure; statewide existing condo sales last month rose 8.9 percent over the total units sold in August.

All of Florida’s metropolitan statistical areas (MSAs) reported increased existing home sales in September; all but one MSA also showed a gain in condo sales. A majority of the state’s MSAs have reported increased sales for 15 consecutive months.

Florida’s median sales price for existing homes last month was $142,000; a year ago, it was $174,900 for a 19 percent decrease. Housing industry analysts with the National Association of Realtors® (NAR) note that sales of foreclosures and other distressed properties continue to downwardly distort the median price because they generally sell at a discount relative to traditional homes. The median is the midpoint; half the homes sold for more, half for less. 

The national median sales price for existing single-family homes in August 2009 was $177,500, down 12.1 percent from a year earlier, according to NAR. In Massachusetts, the statewide median resales price was $315,000 in August; in California, it was $292,960; in Maryland, it was $265,862; and in New York, it was $205,000.

NAR’s latest industry outlook notes positive signs in the housing sector, but adds that extension of the federal first-time homebuyer tax credit would help sustain a fragile recovery. “Now that the market is showing some momentum, we have an opportunity to achieve a more rapid and broader stabilization in home prices,” said NAR Chief Economist Lawrence Yun. The outlook for home sales and prices depends on whether the tax credit is extended, he said, describing it as “the best tool in our arsenal to encourage financially qualified buyers to stimulate the economy and help reduce the budget deficit.”

In Florida’s year-to-year comparison for condos, 5,088 units sold statewide last month compared to 2,870 units in September 2008 for a 77 percent increase. The statewide existing condo median sales price last month was $102,500; in September 2008 it was $153,500 for a 33 percent decrease. The national median existing condo price was $179,300 in August 2009, according to NAR.

Interest rates for a 30-year fixed-rate mortgage averaged 5.06 percent last month, a significant drop from the average rate of 6.04 percent in September 2008, according to Freddie Mac. FAR’s sales figures reflect closings, which typically occur 30 to 90 days after sales contracts are written. 

Among the state’s smaller markets, the Pensacola MSA reported a total of 275 homes sold in September compared to 267 homes a year earlier for a 3 percent increase. The market’s existing home median sales price last month was $135,000; a year ago it was $146,900 for an 8 percent decrease. A total of 48 condos sold in the MSA in September, up 41 percent over the 34 units sold in September 2008. The existing condo median price last month was $190,000; a year earlier, it was $180,000 for a 6 percent gain.
